In order to further implement the innovation-driven development strategy, promote the coordinated development of regional innovation capacity building, and further enhance the level of my country's regional innovation capacity building, in accordance with the "Guiding Opinions on Strengthening the Construction of Regional Industrial Innovation Basic Capacity" (Development and Reform High-tech [2010] No. 2455, hereinafter referred to as the "Guiding Opinions"), the "National Development and Reform Commission's Notice on the Implementation of Major Project Packages for Emerging Industries" (Development and Reform High-Tech [2015] No. 1303), "National Engineering Research Center Management Measures" (National Development and Reform Commission Order No. 52) And the "Notice on Further Doing a Good Job in Current High-Tech Industries" (Development and Reform Office High-Tech [2017] No. 1051) and other deployments and requirements, our Committee plans to organize the construction of the national and local joint engineering research center in 2017. The relevant matters are hereby notified as follows.
1., in accordance with the relevant requirements of the "Guiding Opinions", organize qualified units to prepare the national and local joint engineering research center plan, and conduct strict review and merit-based recommend. Each province, district and city shall declare no more than 3 national and local joint engineering research centers, and the provinces and cities where the comprehensive innovation reform pilot areas are located can declare 5 (in principle, there are no less than 2 comprehensive innovation reform pilot areas).
The 2. intends to apply for the National and Local Joint Engineering Research Center shall meet the following conditions:
The (I) has been approved as a provincial engineering research center (engineering laboratory) before September 20, 2016, and the provincial government has given financial support or has a clear financial fund arrangement plan.
The industry in which the (II) is located falls within the scope of the guidance Catalog of key products and Services for Strategic emerging Industries (National Development and Reform Commission announcement No. 1, 2017), which can provide key common technical support for solving the bottleneck problem of industrial development. and has a good radiation and leading role.
The (III) has a strong influence in the industry. The total number of the center is not less than 50, including not less than 30 full-time R & D personnel; the original value of R & D equipment owned by the center is not less than 30 million yuan, and the R & D site area is not less than 2000 square meters; he has presided over or undertaken the task of formulating national science and technology plans or industry standards.
(IV) units to be declared shall focus on the key common technical issues in this field, and establish a long-term cooperation and co-construction mechanism with at least one national engineering research center, national engineering laboratory, national enterprise technology center, and national and local joint engineering research center (engineering laboratory) related to the same industry or the upstream and downstream of the industry.
(V) the same undertaking unit (legal person) can only declare 1 national and local joint engineering research center.
3., please submit the approved plan (including relevant supporting documents) and expert argumentation opinions to our Committee in 2 copies before September 20, 2017, and fill in the application form of the national and local joint engineering research center (see annex), with an electronic CD attached. Experts mainly demonstrate the necessity and rationality of setting up a national and local joint engineering research center, whether the undertaking unit of the center has the foundation and ability to undertake the construction of the center, whether the field of the center meets the requirements, and whether the center meets the application conditions.
On the basis of your expert demonstration, review and declaration, our committee will review the compliance of the scheme according to the procedures and name the qualified national and local joint engineering research centers.
